Muscat: The Civil Aviation Authority and the Ministry of Transport, Communications, and Information Technology on Sunday signed a memorandum of understanding (MoU) with Odys Aviation to launch the Omani Advanced Air Mobility Proof of Concept Programme
This programme will serve as a comprehensive model for showcasing an advanced air mobility ecosystem.
The programme will feature the “Laila” aircraft developed by Odys. This aircraft is designed for vertical takeoff and landing using an electric hybrid propulsion system, offering an extended range, high payload capacity, and advanced autonomous flight technology. The program’s pilot phase is scheduled to begin in the first quarter of 2026.
The programme will bring together Odys Aviation, specialized Omani regulatory authorities, leading global advanced air mobility companies, and selected strategic partners.
Together, they will test and operate the hybrid vertical takeoff and landing aircraft in real-world environments.
This initiative leverages Oman’s advanced regulatory framework and its commitment to innovation, aligning with the regulatory standards used in advanced civil aviation, particularly for vertical takeoff and landing aircraft.
The programme is set to become one of the most comprehensive global models for developing the infrastructure, policies, and operational processes of a complete air mobility ecosystem. It will also allow for the testing of specific operational regulations derived from ICAO rules, including a model for operational risk assessment at multiple levels of assurance and integrity. This will help enhance the development of civil aviation legislation and regulations in collaboration with Oman’s Civil Aviation Authority.
The programme will test the integrated operations of the ecosystem through various practical applications with high economic value.
