Information Ministry Issues Executive Regulation of Media Law

Muscat: The Ministry of Information on Sunday issued the Executive Regulation of the Media Law promulgated by Royal Decree No. 58/2024, in line with the objectives of Oman Vision 2040.

Dr. Abdullah Nasser Al Harrasi, Minister of Information, said that the Executive Regulation of the Media Law constitutes a milestone in the development of Omani media.

Issued in implementation of Royal Decree No. (58/2024), the Media Law and its executive regulation embody the Sultanate of Oman’s vision for a modern media sector that keeps pace with global developments and reflects the national identity, the minister added.

Speaking at a press conference, Dr. Abdullah pointed out that the Media Law was issued in response to the rapid developments taking place in the media landscape, notably digital domains and social media platforms.

He affirmed that the updated Media Law establishes clear-cut rules that provide for innovation and open up vistas for broader investment opportunities, while at the same time preserving moral values and promoting accountability.

He added that the Executive Regulation underlines professionalism and transparency, provides an inspiring climate for the growth and competitiveness of media institutions and furnishes grounds for Omani youth in content crafting and media production.

The regulation also protects intellectual property rights and fosters confidence among the media and the public.

In summary, Dr. Abdullah Al Harrasi noted that the Executive Regulation maintains balance between the freedom of speech, professionalism, openness to the world and preservation of the national identity.

The minister pointed out the next stage will see more active Omani media coverage, regionally and internationally.

The Executive Regulation of the Media Law comprises 144 articles that regulate all aspects related to media activities and media professionals in the Sultanate of Oman.

It sets measures for importing print materials or related artistic works. It explains whether or not a case requires a license from the Ministry of Information, licensing procedures needed for practicing media activities and determinants that guide licensees as they engage in media activities.

Those who practise media activities stated in the Executive Regulation of the Media Law, notably new and emerging media entities, are required to obtain a license from the Ministry of Information in accordance with the terms and conditions stipulated in the law, as soon as the executive regulation of this statute enters into force.

Article 2 of Ministerial Resolution No. (342/2020) grants the parties licensed before the issuance of the Executive Regulation a period of 180 days from the date of its implementation to adjust their conditions.

Executive Regulation of the Media Law specifies journalism and media professions addressed by the Media Law, as well as the rights and obligations of those licensed to practise journalism and media activities (including the right to obtain a license from the Ministry of Information in accordance with the conditions stipulated in the executive regulations of the law).
