Oman introduces energy efficiency officers in high-consumption institutions

Muscat– Oman’s Ministry of Energy and Minerals has issued a policy requiring the designation of energy efficiency officers in high-consumption institutions to improve energy management, reduce waste and operating costs, and support the objectives of Oman Vision 2040 and the national target of achieving net zero emissions by 2050.

Under the policy, covered institutions will designate qualified Omani energy efficiency officers to monitor energy consumption, analyse data, identify opportunities for efficiency improvements, oversee the implementation of relevant plans and initiatives, and evaluate their outcomes.

Salem bin Nasser Al Aufi, Minister of Energy and Minerals, said improving energy efficiency was a fundamental pillar of Oman’s energy sector development.

He noted that expanding electricity generation and diversifying energy sources must be accompanied by effective consumption management to strengthen energy security, improve resource utilisation and support sustainable economic growth.

Al Aufi explained that the policy seeks to integrate energy management into institutional responsibilities by empowering qualified national personnel to monitor consumption patterns and identify opportunities to improve efficiency.

He stressed the importance of commitment from the management of covered institutions, adding that energy efficiency should be incorporated into operational plans and investment decisions to improve performance, lower costs and strengthen competitiveness.

The minister added that the policy’s benefits extend beyond reducing consumption to improving national economic efficiency, minimising resource waste, reducing carbon emissions and developing specialised Omani expertise.

He emphasised that coordinated institutional efforts and national energy policies would help achieve the objectives of Oman Vision 2040 and advance the country’s ambition of reaching net zero emissions by 2050.

The Oman Zero Neutrality Centre will issue a regulatory framework outlining the requirements and implementation procedures, including the scope of application, in accordance with approved regulations.

The policy forms part of the ministry’s broader efforts to promote energy efficiency across economic sectors, encourage institutions to adopt best practices in consumption management and strengthen national capabilities in energy management.

These measures are expected to support the optimal use of energy resources while advancing Oman’s economic and environmental sustainability goals.
