Over 120 engineers, specialists graduate from 'Imkan 3' programme

Musca--- The Projects, Tenders, and Local Content Authority celebrated on Sunday the graduation of 125 engineers and specialists representing 38 government entities, after their completion of the "Imkan 3" programme, which lasted for more than six months. The program aims to raise the efficiency of national cadres working in the management of government projects and contracts.

The closing ceremony of the program was held under the auspices of Eng. Badr Salim Al Maamari, Chairman of the Projects, Tenders, and Local Content Authority.

The programme witnessed the participation of 15 government entities for the first time, reflecting its expanding scope and the growing interest from various government entities. This comes within the framework of efforts aimed at developing national capabilities and enhancing the efficiency of managing government projects and contracts.

Abdullah Saif Al Hosni, Acting Advisor for Talent and Project Development at the Authority, said that the "Imkan 3" program comes as a continuation of the path achieved by the two previous editions, "Imkan 1" and "Imkan 2." He noted that it aims to establish an integrated platform for developing national competencies in the field of government project and contract management, study the development of the project management offices system, and facilitate the rotation of employees among government entities. It also aims to build a comprehensive system for the competencies of workers, classify jobs related to project and contract management, and adopt a unified strategy for project quality in accordance with accredited international standards.

He added that the program targets developing the technical and administrative skills of workers in government project and contract management through an integrated methodology that combines theoretical training and practical application, keeping pace with the best global practices, alongside organizing field visits to existing projects in various governorates.

He clarified that the programme adopted a training methodology based on blended learning, which combines in-person training, distance education, field visits to government projects under implementation, research, case studies, vocational guidance, and follow-up. This is in addition to training on employing artificial intelligence technologies in project management.

The programme includes accredited professional tracks, including the Project Management Professional (PMP) certification, and practical applications on existing projects. This enhances the participants' ability to transform theoretical knowledge into practical applications and links training to the actual needs of the work environment.

For his part, Eng. Abdullah Mohammed Al Amri, Director of the Project Planning Department at the Project Follow-up Office in the Authority, said that the program adopted a precise mechanism for selecting participants based on a number of criteria. Most notable among these are years of experience, engineering qualifications, the assessment of skills and capabilities, and the nature of current work in implementing and following up on projects. It also considered the importance, size, and cost of the strategic projects supervised by the participating entities, the sector to which they belong, and the expected impact of the entity's participation in the program.

He added that the programme attaches importance to measuring the impact of training and maximizing the return on investment in competency development through an assessment center, an integrated competency matrix, and a database that contributes to the optimal use of human resources. This is in addition to preparing smart development plans aimed at bridging competency gaps.

The programme includes graduation projects aiming to provide applicable practical solutions, while the participants undergo a comprehensive assessment combining knowledge tests, practical applications, and skills measurement, leading to the awarding of certificates of achievement and excellence according to the realized performance levels.

The programme reflects the Authority's direction toward building more ready and efficient national cadres in the management of government projects and contracts, and raising the level of professionalism across the various stages of the project. This contributes to improving execution quality, enhancing governance, raising spending efficiency, and achieving higher levels of efficiency and effectiveness in the management of government projects and tenders.

The "Imkan" programmes, across their various phases, seek to develop workers in the projects and contracts sector and hone their skills with the knowledge and tools necessary to keep pace with the growing requirements in managing major projects. This raises performance efficiency and enhances the capability of government entities to implement their projects in accordance with the best professional practices.
