Muscat: The Ministry of Health has issued Ministerial Decision No. 254/2026, amending provisions of the regulations governing fees for therapeutic services.
Under the decision, a new category titled “death cases for Omanis” has been added to the groups exempted from paying medical service fees.
The decision was issued by Minister of Health Dr Hilal bin Ali Al Sabti, based on Royal Decree No. 10/2024, which defines the Ministry of Health’s responsibilities and approves its organisational structure; the Financial Law issued under Royal Decree No. 37/2025; and the regulations governing therapeutic service fees issued under Ministerial Decision No. 126/2023. It also followed approvals from the Council of Ministers and the Ministry of Finance.
With the addition of the new category, the number of groups exempted from all therapeutic service fees has risen to 18.
Existing exemptions include patients with certain infectious or communicable diseases that pose a public health threat, blood and organ donors, social security beneficiaries and their families, registered orphans, Omani persons with disabilities, Omani children under the age of two, beneficiaries of national vaccination campaigns and early screening programmes, Omani pregnant women, and certain beneficiaries of maternity and child-care services.
The exemptions also cover Omani patients receiving chronic dialysis or cancer treatment, prisoners and pre-trial detainees, medical examinations for scouts and guides, and circumcision procedures for converts to Islam in Oman.
The newly introduced provision specifically extends the exemption to cases involving the death of Omani citizens, marking an additional change to the framework governing healthcare service fees in the Sultanate.
