
Muscat: At the behest of His Majesty Sultan Haitham bin Tarik, the Shura Council on Sunday inaugurated the proceedings of the Third Annual Session (2025-2026) of the Tenth Term (2023-2027).
Khalid bin Hilal Al Maawali, Chairman of the Shura Council, affirmed in his speech during the Third Annual Session of the Council’s Tenth Term the magnitude of the responsibilities and efforts required by the national work process.
This process mandates the Council to give its utmost attention and prioritise these responsibilities within its annual plans and programmes, and to address and examine them within the framework of the Basic Statute of the State and the Council of Oman Law.
He pointed to the importance of advancing the Council’s work and exercising its powers to effectively contribute to moving the national work process forward.
He noted the effective contribution and diligent work exerted by the Council members during the past two sessions, both in the Council and its committees, which enabled the Council to carry out its work and make numerous decisions and recommendations in the legislative fields.
During the session, a re-election was held for the supplementary members of the Council Office for the second half of its Tenth Term (2023-2027).
The Bureau consists of the Chairman, his two deputies, and six members elected by the Council by relative majority.
The following were elected as supplementary members of the Council Office: Hassan bin Ahmed Al Nabhani (Representative of the Wilayat of Al Jabal Al Akhdar), Badr bin Nasser Al Jabri (Representative of the Wilayat of Nakhl), Said bin Mohammed Al Saadi (Representative of the Wilayat of Ja’lan Bani Bu Ali), Dr. Talal bin Said Al Maharbi (Representative of the Wilayat of Bidbid), Abdullah bin Al Waleed Al Hinai (Representative of the Wilayat of Bahla), and Mohammed bin Hassan Al Ansi Al Yaf’ei (Representative of the Wilayat of Salalah).
The Council members were also briefed on the State’s General Budget Draft for the Fiscal Year 2026, the Eleventh Five-Year Development Plan Draft (2026-2030), and a number of draft projects, laws, and agreements referred to the Council by the Council of Ministers.
The session also included a discussion of several topics, including: the Draft Amendment to the Unified Customs System for the GCC States, the Draft Amended Agreement between the Government of the Sultanate of Oman and the Government of the Republic of Austria for the Avoidance of Double Taxation, and the Draft United Nations Convention on International Settlement Agreements Resulting from Mediation (Singapore Convention on Mediation).
