Muscat: “The Muscat Plan,” launched at the United Nations, represents an Omani international initiative that enhances Oman’s soft power and strengthens its global presence through key efforts related to mutual understanding, peace, social cohesion, human dignity, and the fight against hate speech.

The initiative was launched through a partnership between the Sultanate of Oman, the United Nations, the United Nations Alliance of Civilizations (UNAOC), the United Nations Office on Genocide Prevention and the Responsibility to Protect, and the Network for Religious and Traditional Peacemakers. It aims to promote preventive approaches to addressing hate speech, incitement to violence, and atrocity crimes through dialogue, mediation, and the building of cohesive communities.

The Muscat Plan is the outcome of an international consultative process led by the United Nations in partnership with the Network for Religious and Traditional Peacemakers, with the participation of religious and traditional leaders, Indigenous peoples, and international institutions from around the world. The process sought to develop a practical framework that strengthens the role of community leaders in conflict prevention and in promoting social cohesion and understanding among peoples and cultures.
