Muscat: “The Muscat Plan,” launched at the United Nations, represents an Omani international initiative that enhances Oman’s soft power and strengthens its global presence through key efforts related to mutual understanding, peace, social cohesion, human dignity, and the fight against hate speech.
The initiative was launched through a partnership between the Sultanate of Oman, the United Nations, the United Nations Alliance of Civilizations (UNAOC), the United Nations Office on Genocide Prevention and the Responsibility to Protect, and the Network for Religious and Traditional Peacemakers. It aims to promote preventive approaches to addressing hate speech, incitement to violence, and atrocity crimes through dialogue, mediation, and the building of cohesive communities.
The Muscat Plan is the outcome of an international consultative process led by the United Nations in partnership with the Network for Religious and Traditional Peacemakers, with the participation of religious and traditional leaders, Indigenous peoples, and international institutions from around the world. The process sought to develop a practical framework that strengthens the role of community leaders in conflict prevention and in promoting social cohesion and understanding among peoples and cultures.
The Muscat Plan reflects Oman’s growing engagement in international initiatives related to dialogue, coexistence, and peace, while reinforcing its position as a trusted international partner in the fields of dialogue, mediation, and conflict prevention.
The plan is based on several key pillars, including expanding international partnerships with the United Nations and relevant international institutions; empowering traditional and community leaders and strengthening their role in peacebuilding; promoting social cohesion and intercultural dialogue; supporting international efforts to counter hate speech, incitement, extremism, and social division; and advancing preventive approaches aimed at reducing conflicts before crises and disputes escalate.
The initiative is founded on a growing international conviction that preventing conflicts and combating hate speech cannot rely solely on political or security measures, but also requires support for community, cultural, and humanitarian partnerships capable of fostering stability and understanding within societies.
The Muscat Plan builds upon a cumulative path led by Oman’s Ministry of Endowments and Religious Affairs in advancing understanding, coexistence, and peace through the development of international initiatives and projects that have strengthened Oman’s profile within the spheres of soft power and humanitarian diplomacy.
Among these efforts was the “Message of Peace” project, which helped introduce Oman’s experience in tolerance, understanding, and coexistence through exhibitions, international platforms, and global partnerships, while enhancing the Sultanate’s presence in international forums focused on dialogue and cultural and religious rapprochement.
The “Human Covenant” initiative also provided a broader intellectual and humanitarian framework aimed at promoting shared human values, strengthening intercultural dialogue, preventing conflict, and building community peace through extensive international partnerships involving institutions, academics, and civil society actors.
The Muscat Plan builds on this foundation through an international approach that promotes community-based prevention, supports mediation, understanding, and social cohesion, counters hate speech and incitement to violence, and contributes to building more peaceful, just, and inclusive societies.
The initiative is expected to strengthen Oman’s international presence in areas related to peacebuilding, mutual understanding, and humanitarian diplomacy, further supporting its position as an active international partner in social peace initiatives and conflict prevention. It is also expected to enhance Oman’s international image and open new opportunities for partnerships with United Nations agencies, cultural institutions, media organizations, and academic bodies focused on dialogue, coexistence, and understanding among peoples.
The impact of the plan extends across multiple dimensions, including strengthening international confidence in Oman’s role, expanding Omani participation in UN initiatives, and supporting multilateral relations and partnerships. It will also increase Oman’s visibility through UN platforms and international media while associating the country’s name with peace and understanding initiatives.
Furthermore, the plan highlights the Omani model of coexistence and moderation, supports the Sultanate’s cultural and civilizational presence globally, reinforces Omani soft power, strengthens its role in conflict prevention and peacebuilding efforts, and creates opportunities for future international initiatives and programs.
The launch of the Muscat Plan marks the beginning of an international process that can be further developed and expanded, enhancing Oman’s role in initiatives related to understanding, conflict prevention, and community peacebuilding. It also opens new avenues for international partnerships and programs focused on dialogue, social cohesion, and humanitarian diplomacy, contributing to the sustainability of Oman’s international engagement in UN-led initiatives with a humanitarian dimension.
